Eldersburg
Carroll County's largest community, with about 11,000 homes, more than four in five of them detached single-family houses built mainly from the 1970s through the 2000s. Eldersburg is on the Freedom District public water and sewer system and borders the Liberty Reservoir watershed.

Westminster
The county seat has about 8,300 homes inside the city, only a third of them detached single-family houses, with a large share of rentals near McDaniel College. The Westminster mailing area (ZIP codes 21157 and 21158) extends far into rural Carroll County, where lots are larger and homes are on wells and septic systems.

Hampstead
A commuter town along the MD 30 corridor with single-family subdivisions such as Roberts Field, developed from 1984, and North Carroll Farms, developed from 1998, plus a mix of townhomes. The town supplies water; sewer service is operated by the county.

Manchester
A small town in northern Carroll County with an older core and newer single-family subdivisions, served by the town's own well-based water system and wastewater plant. Surrounding 21102 addresses outside the town are rural county land.

- The county treats deck construction as an addition, so permits and inspections are required; replacing only the deck boards is exempt.
- Fences do not require a county permit unless they exceed 10 feet, but they must stay out of county easements and back from the road edge for sight distance.
- Properties inside an incorporated town (Westminster, Sykesville, and others) follow the town's permit process instead.
