Bel Air
The Harford County seat, an incorporated town of about 10,700 residents with 1920s to 1960s houses on tree-lined streets near Main Street and later subdivisions at the edges. The Bel Air 21014 and 21015 mailing area is many times larger than the town and includes 1980s to 2000s subdivisions in unincorporated county.

Fallston
A western Harford County community along MD 152 and MD 147 with large lots, 1970s to 1990s colonials and ranchers, and a rural edge of farms and estate homes. Public sewer is limited, so wells and septic fields sit on many lots and shape where footings and slabs can go.

Forest Hill
An unincorporated community north of Bel Air along MD 24 and Rock Spring Road, with 1990s and 2000s subdivisions on public utilities mixed with older farmhouses and estate lots on wells and septic. Newer homes here are reaching the age where original builder-grade decks and fences need replacement.

Abingdon
A southern Harford County community between US 40 and I-95 whose 21009 mailing area covers far more housing than the small Census-designated place, including the Box Hill, Constant Friendship, and Laurel Valley subdivisions of 1980s to 2000s single-family homes and townhomes with active associations.

Joppatowne
A planned 1960s community on the Gunpowder River at the Baltimore County line, with about 13,400 residents in ranchers, split-levels, and colonials, many on waterfront or canal lots. Original decks, fences, and patios from the first decades are now being replaced, often under Critical Area review.

Building in Harford County

- The county's Department of Inspections, Licenses and Permits runs a one-stop Permit Center in Bel Air; the county adopted the 2021 International Residential Code in May 2024 and publishes its own Residential Deck Construction Guidelines.
- A zoning certificate is required for every fence and wall in unincorporated Harford County, with height limits that are lower in front yards, and a building permit is required for decks and other accessory structures.
- The Town of Bel Air issues its own building and fence permits inside town limits and asks for a plat with the application.
- Driveway entrances onto county roads need a Department of Public Works utility and access permit and must follow the county's standard driveway entrance detail; entrances onto US 1, MD 24, MD 152, and other state roads go through MDOT SHA.
- Within 1,000 feet of tidal water, including parts of Joppatowne and Abingdon along the Gunpowder and Bush rivers, the Chesapeake Bay Critical Area program requires new lot coverage to be mitigated with plantings.
